I'll try to be as clear as I can, if anyone stumbles with this too ;)
The reason that on the open new ticket wasn't showing new departments its because on open new ticket it shows "help topics".
As I understand it is build this way because if you wan't to associate two help topics to a department, this way it is possible.
For example, an help topic to support on hardware problems, and an help topic on support on software problems, but they can be associated to the department Support.
Plus, think another advantage is that help topics are for people externally to the management of osticket to see, departments are for internally management of the tool.
