When I will open new ticket inside of the staff

I receive the error message when I will insert the email

AJAX error: 403

the page with this error is: /scp/tickets.php?a=open

the form php is: /include/staff/newticket.inc.php

CAN THEY HELP ME TO SOLVE THIS PROBLEM?

Is that a banned email address that you tried entering? I received a #403 error when I was testing the ban list and tried to create a new ticket from that page with an email address that was already banned.
