Changing the default tabs

Hi there, I'm trying to change the tabs when you view tickets but I'm not sure how to do it. Right now when you view a ticket, the default tab that shows is "Post Reply." What I want to do, is change the default to "Post Internal Note." Is there to change it to default to that, or move the Post Internal Note tab to the left so it can be first?

I'm not familiar with javascript, but the place you should need to look is scp/js/tabber.js
