Yes, but it must be an uploaded asset or external image (if external that must be allowed in admin settings). To upload an asset go to any Ticket/etc., click the Image Upload icon on the text editor, click to upload, choose the image, and upload. Now go back to the signature area in Department/Profile settings, make a space character where you want the image, use your mouse to make a selection of the space, that should bring up the toolbar, select the image icon, and select the asset you uploaded. For external images copy the image link (MUST end with valid image extension like .png or .jpg) and paste directly into the editor.
