Thank, you for that, i hadnt thought of the ost-config file
For whatever its worth i was able to complete this.
my issues appeared to be of the local system variety in that i hadnt yet setup the same certs and other such things.
After completing all that on logging in got the upgrader messages, and on the first try this failed as there was a create table statement that failed as it was already created in the new version.
Specifically this was the ost_plugin_instance table, so i dropped it and re-ran the import and this worked without error and upgraded it successfully.
It now appears to be working correctly though a full QA is still pending
