cannot connect to host; error = stream_socket_client(): Unable to connect

Hi,
I'm trying to get email setup in OS Ticket 1.18.3 and I get the error in the subject line: "cannot connect to host; error = stream_socket_client(): Unable to connect to tcp://smtp.camh.ca:25 (Permission denied) (errno = 0 )"

I tried to connect from the host using a simple telnet to port 25 and I'm able to connect but OS Ticket, on the same Linux host is unable to do so.

I'm not too sure what to try next. The SMTP does not require any authentication so I made sure to configure it that way. Here's what the settings look like:
Status: Enable
Hostname: <Host info is entered but I can't share it here>
Post Number: 25
Authentication: None - No Authentication Required"
Header Spoofing: Unselected the "Allow for this email"

Any ideas would be awesome.

The error says Permission denied but the fact that you can access via telnet on the same server is odd. I would check SELinux and see if a policy is blocking it, check with your server admin to see if firewall is blocking it, or maybe contact your ISP to see if it's blocked on that end. You can also check your various logs on the server (general server logs, webserver error logs, PHP error logs, MySQL/MariaDB error logs, etc.) to see if maybe a related error gives more context.
