when I enable email fetching it doesn't fetch the email, until I check the Fetch on auto-cron but the thing is it starts fetching all the emails on the Default System Email and send it to Admin's Email Address why ? and how fix it ? thank you for time reading and helping for this

Just because you enabled fetching doesn’t mean it’ll start fetching. You need to actually setup a Cron Job or Scheduled Task:
To note, I would never rely on auto-cron. In fact, I actually encourage you to disable the auto-cron option. This might later conflict with your actual cron job/scheduled task once you get it working.

I’m not sure I need more information and screenshots to see what you mean. Do you mean alerts or what?
there is two email when you install osTicket :
so, when the system starts sending all the email (exactly All of them) on the Default System Email to the Admin's Email Address as new alerts
Oh that simply means you have the Admin Email selected as a recipient of the New Ticket Alerts. You can read more in the Alerts Guide here:
