I need advice on setting up the role of the boss of our company. Who will not be an admin but will see all tickets that move between agents, teams and departments. Also all conversations.

Simply add them to all Departments in the helpdesk with whatever Role you want. You can disable alerts for each Extended Department for every Agent. Meaning if your boss doesn't want a bunch of email alerts you can disable alerts for them for each Department.
