Time correct but php timezone not

Hi,
I'm preparing v1.18.2 , on Oracle Linux 9 with Mysql 8.0.44 and php 8.3.27.
My timezone is America/Los_Angeles or PDT. The time on my ticket creation is correct, but I can't get the php date.timezone=UTC to budge on the Admin Dashboard Information page.

The /etc/php.ini file has date.timezone = "America/Los_Angeles"

Does this matter? I solved this problem (and a time problem, actually) in 1.17 by installing timezonedb, but this hasn't helped.

Doesn’t really matter per se however it’s always good practice to have one set. You may have a separate INI file somewhere. You can always add a php_info() file to your site directory and visit it in the browser. This will show you the INI location. Also if you made a change you need to restart the web server and PHP-FPM (if you’re running it) in order for it to take effect.

Thank you -- completely forgot about php-fpm. That did it.
