PHP 8.4 - IMAP to Exchange

Morning All. Had an interesting one, we upgrade to PHP8.4 from 8.2 and suddnely we get the below error with IMAP emails:
osticket cannot connect to host; error = stream_socket_client(): Unable to connect to ssl://xxx:993 (An attempt was made to access a socket in a way forbidden by its access permissions) (errno = 0 )
We've scoured the web for similar incidents to fix but can't seem to find much else.
We did update to the latest .dll's from pecl as well...

Google says that typically a firewall issue, network issue, blocked port, or further restrictions on the webserver or mail server. Try connecting to the host and port via telnet on the server’s cli to see if it can connect at the server level.
