Removing "... you've lost the ticket number, please open a new ticket" menu

Hi everyone,
I'd like to remove this "If this is your first time contacting us or you've lost the ticket number, please open a new ticket" so that nobody outside registered people could request a ticket.

I've already set "Login required to request a ticket" but outsider still can send ticket because of this. Can anybody please guide me?

hii, found one of the solutions! I uncheck "Accept All Emails" so if outsider sending a ticket, it will be rejected. But I would to still like to know how to remove the "open a new ticket" button above. thankyou!

Simply enable the setting to require login to create Tickets (Admin Panel > Settings > Users > Registration Required).
