You cannot modify the layout of any page in osTicket - everything layout wise is static. You will need to modify the code yourself if you want it to be different. When modifying the codebase you are always on your own as you are deviating from core. You will proceed at your own risk. Good luck!
Funny enough, as part of v2.0 we have unified the login so there will be only a singular place to login on the new system. So don't worry, this improvement is already accounted for.
