OAuth2 Office 365 setup issues

I am facing an issue when trying to connect to Microsoft's OAuth2 token endpoint.

Talk to your hosting provider or server admin. The connection is simply refused. Either your server is refusing or Microsoft is refusing.

I am the server administrator, and I would like to know what I should check to determine if the server is refusing a connection. Could you please help me by providing a procedure to check this issue on both the server and Microsoft sides?

You can do a curl/telnet from the servers cli, etc.
