Download Plugins page states "Plugins require osTicket v1.8.1 or later" But I only see v1.17.6 or 1.18.x Where is a download for v1.8.1? I'm assuming this is a typo?

No, it's saying that in order to use plugins you must have 1.8.x at the very least. 1.8.x was released a LONG time ago; we are now on 1.18.x. 1.18.x > 1.8.x so you are fine.
