Hi! Can I create a team and assign that team to a department, without having to add user by user to the department? That is, the member of a department is directly a team. Thanks 🙂

No, you have to manually add Agents to Teams at this time. We do not have a "mass add to team" feature. With this being said, this feedback has been taken down for v2.0 so stay tuned!
