Messages encoded in Windows-1257 are not being read with the correct encoding.

Previously, in version 1.17.5, the default locale also included Latvian, Lithuanian and German language support. Currently, I only see four locale options, all of which are in English.
The system is using PHP 8.2.0 and osTicket 1.18.1.
Any ideas?
