Yes you can always upgrade from any version after 1.6 to the latest. All you need to do is follow the upgrade documentation and you should be fine. Keep in mind each version has its own prerequisites so you need to make sure you upgrade those as needed (mainly PHP and MySQL/MariaDB). An important note is that if you have any plugins installed please replace the plugin files with the latest builds before upgrading the core system. Lastly, if you use any external authentication plugins you need to make sure you have an admin who can login locally so they can run the upgrader.
