Is it possible in OSTicket to create outgoing tickets?
I mean tickets from Agents to Users (Companies).
The default system configuration implies that incoming complaints from clients are resolved by the company itself.
In our situation, there are complaints that are resolved on our own.
There are complaints that are forwarded to a partner.

    Can you please further clarify what you mean? To note, Agents can also be Users (they are not mutually exclusive). Also, Tasks are internal and can be used kind of like Tickets.

    Let's assume I provide several services to users, for example, Internet access and cable TV
    in turn, I purchase these services from vendors.
    At some point the user's Internet access stops working.
    I receive a trouble ticket from him
    as a result of internal checks I see that the Internet provider is Down. I must create a complaint to the vendor and link this ticket to the customer's complaint
