Bootstrap function not being called after installing the plugin

Made a simple plugin following https://github.com/poctob/OSTEquipmentPlugin/wiki/Plugin-Development-Part-1-Getting-Started, this unofficial guide. But after installing and activating the plugin the bootstrap function is not being called. Shouldn't it be called after the plugin is activated or am I missing something?

Plugin architecture changed in 1.17.x so that guide is likely no longer correct. You’d be better off looking at our existing plugins to see how it’s done these days.
