Upgraded to 1.18.1 all users/agents can login and open tickets except for one person. Every time she tries to login as an agent she is just redirected to the normal user screen. User has a lot of ticket so removing and recreating should be the last option. Any ideas?

Do you have any authentication plugins installed? If so did you upgrade the plugins before upgrading core?

Yes, Oauth2. The plugins were not upgraded before upgrading the core but after. I have everyone authenticating without issue except this one agent. I covered the browser troubleshooting already.
Go to their account in Admin Panel > Agents > Agents, set "Authentication Backend" to "Use Any Available Backend", set it back to OAuth2, Save Changes, have them clear their browser cache/cookies, and retry the login.
