Do you want the manager to be a User or Agent?
If User you’d have to add them to an Organization and enable the auto-collaboration setting. However a User cannot belong to multiple Organizations so you could only do this for one Organization.
If an Agent then you can simply add them to the needed Departments for each User group and they will be able to receive alerts and see the tickets.
