I want to add a green arrow pointing upwards to indicate the last message was from an agent, or a red arrow pointing downwards to indicate that the last message was from the user. Is that possible? Is this implemented in earlier versions?

We do not have such a feature for Users in any version.
However for Agents you can add styling to the columns/rows via Custom Columns & Custom Queues:

If the ticket subject is bold, the last respondent was the user (customer). If it is not bold, the last respondent was an Agent (staff)
