Sounds like you need to clear your browser cache and/or restart your webserver and PHP-FPM (if you’re running it). If that doesn’t help then perhaps your server has a caching mechanism and you would need to contact your server admin and/or hosting provider for further assistance.
As far as YAML file changes goes it depends on what you modified. If it’s installer YAMLs then you’ll need to completely re-install or make the changes manually where they are added in the db. If they are dynamically loaded then you should be fine once you clear the server/PHP-FPM cache.
TLDR: PHP, HTML, CSS, JS code file cache has nothing to do with osTicket at all; it’s a server and browser thing.
