Is it possible to automate tasks and assign tasks to users, based on custom fields in a help topic. For instance, if it is an HR process, say "new user", a task would be created when "New User" option is selected from a custom list. Then tasks are created and assigned to agents who are responsible?

Not at this time but this is on our development roadmap for after v2.0 release.
