Not unless you customize the code. We are in the process of a full codebase rewrite labeled v2.0. This will include a modern UI/UX on release. Then in either release or later updates there will be styling (theming) options.

markracing It is possible to create a theme without modifying the code a bit difficult though.
I made a plugin that can make your agent panel, and admin panel mobile responsive but keeping the Osticket Original Theme you can see the screenshot below.
im not advertising my plugin here, what im syaing is its possible if you konw the CSS Knowledge. For sure the osticket coreteam can do as well, but since they are busy with developing the new 2.0versing for them its not feasable to do that.
