Infinite spinner on ticket creation and ticket does not open or close if language isn’t english.
I changed the language pack, restored the old one but it is still stuck in both client and agent mode.

What language pack? Check your logs (general server logs, webserver error logs, PHP error logs, MySQL/MariaDB error logs, osTicket System Logs, Browser Console logs, etc.) for any related errors.
