    They are creating a Ticket in a Department they don’t have access to. Essentially, after they create the Ticket it’s trying to open the Ticket to view it but they don’t have access so it’s giving them an "access denied" error. You can either give them access to the Ticket's Department or have them set their Reply Redirect setting in their Profile to "Queue".
