Is there any way to know which administrator made any changes?
For example:
If someone edits a help topic, in this section it only says the last update date.
Is there any way to find the name of the administrator who made that change?

You need to install the Audit Log plugin:
Once installed and enabled it will start tracking detailed activities such as edits, etc.
