Is there any way to send notification to Whatsapp/telegeram when the task or ticket assign to any agent

    Not with core osTicket and core osTicket plugins. I know with popular cell companies you can do a phone number as an email (eg. AT&T is 1234567890@@txt.att.net). So if What'sApp allows the same, you can set your User/Agent emails to their What'sApp phone number emails. Then it will send emails to the What'sApp email which should generate a Text message.
