Agent Panel > Users > User Directory
The number next to their name is how many tickets they are associated with. The caveat is this includes tickets they are CC'ed on as well.

You can also view this in any Ticket Header. Next to the User's name will be a number of their total Tickets.

No, not at this time. Lists are used for a list of manually defined items. Lists cannot make calculations, etc.
