Move system setttings including emails, agents ... to a new instance

I have been running osTicket for around 10 years. It has been regularly updated and has undergone multiple hacks, but for the past few months, we have been experiencing several issues, especially related to performance.

I want to set up a fresh instance of either version 1.17 or 1.18 without any hacks or code modifications. I want to transfer all the settings from the old instance to the new one, but without any tickets or ticket-related data.

I believe the easiest way to achieve this is by performing an SQL dump excluding all the tables related to tickets. Is this the correct approach? Which tables should I exclude?

You can do that. As for the tables, it depends on what you don't want. For example, if you don't want tickets you'd need to ignore _ticket, _ticket__cdata, _thread, _thread_entry, _thread_entry_email, etc. We have ERDs here that will help with the table relations:
