I can't delete users

I am presenting a curious case, I recently mounted the OsTicket application on my server, and I have been carrying out various functionality tests. Today I was configuring the mail link with the application and when it worked, several incidents were generated since I had linked correctly.

Now when deleting users, I make sure they don't have tickets and when I press delete, it tells me that I can't delete users with tickets or that I don't have permissions to delete users, in this case I'm a system administrator. can you help me?

My OsTicket version is 1.17 and it is installed on IIS.

You need to click the checkbox to delete all associated tickets as well. You can’t delete a user without deleting their tickets.

I took that capture just after selecting the box, that is the error that I get when I try to delete the tickets that are there, but the funny thing is that if the user is entered it says that he has no tickets, that only appears when deleting it. Then you need to check permissions under Admin Panel > Agents > Agents > click your name > Permissions > Users > Delete
