I have a question about OS Ticket, can the tool be linked to applications like Outlook or Teams? And in turn, can tickets be created using these tools or is it separately?

You can use the API to create Tickets from external sources. Read more about the API here:
Otherwise tickets can be created via Client Portal, Agent Panel, email fetching, and email pipe.
