Then that definitely means it cannot connect to the given hostname and port number over TLS. This can be a server level issue (like using a self-signed certificate), mail server issue, etc. There is no way to tell unless you dig deeper. So try starting from the beginning.
- Are you certain you are using the correct host information? It’s always good to connect with your mail provider and have them provide the appropriate connection information.
- Is TLS supported at the webserver level? Make sure OpenSSL is installed and working properly. It’s always good to check for any upgrades. Also, as a side question, have you checked the OpenSSL logs on the server to see if it gives any hint into the issue? - Edit: I just noticed you’re using a windows server so OpenSSL will not apply here. I don’t know what Windows uses but you can have your server admin look into that.
- Have you tried attempting a direct connection from the webserver? You can use tools from the command line like ping, telnet, etc. to see if it can reach the host and connect to the hostname and port number.
If all else fails you can review your logs (general server logs, webserver error logs, PHP error logs, MySQL/MariaDB error logs, osTicket System Logs, Browser Console logs, etc.) for any related errors.
Also out of curiosity, what mail provider are you using?
Cheers.
