I'm very confused on what's going on with a user's account. I'm logged in as admin from SCP. I click on agents and find the user account, which in the displayed table says the account status is locked. However, when I click on the user to manage the agent, the locked checkbox is showing as unchecked and the user is able to log in. So I checked the box to lock it and saved. The user was also an admin but despite the account being locked they can still get it with admin rights. I removed the admin rights and that finally prevented them from accessing it. As far as I can tell, "locked" status appears to be completely ignored. Does admin rights override the locked status or something?
Locking accounts doesn't work

Environment details? (see Admin panel -> Dashboard -> Information)
Users are not Agents.
Users are customers who can login, and are not Agents.
If you lock an Agent account the User can still login.
I've tried to replicate your report by disabling an Agent with Admin privs, and they could not sign in.
