Cant delet the ticket even i have permission

It seems like you don't have the permission to delete them. Also, the fact that the Help Topic is not clickable (ie. inline editable) is weird.

Environment details? (see Admin panel -> Dashboard -> Information)
Does the Agent account have the DELETE permission on the Department the ticket is in?
Do you have the DELETE verb enabled in the webserver?

This tickets inside contains so many thread entry but its already closed ticket only this ticket unable to delete.

Sounds like orphaned records in the database causing errors on deletion. I would recommend going to the database and clearing out any orphaned/errant records. You can look at the ticket, thread, thread_entry, and thread_entry_email tables.
