Can a button be implemented in the customer data that opens a link to https://wa[dot]me/phone_number in order to notify customers via WhatsApp?

You can add a Short Answer field and have the Agents manually enter the link for each Ticket. Other than that you will have to modify the code. With any customizations you are on your own.
