Thanks Kevin once again for the speedy reply! Unfortunately, I may not have described the problem as I'd had hoped, sorry. The problem is that the Subject field (Issue Summary) doesn't appear to have any length attribute to control the amount of characters - I had the same experience twenty years ago with the Text Area field in HTML not being able to be limited - can post 36,000 characters! - and having to chomp the string in the back end to limit the characters on submit. It seems like the Issue Summary field is using a Text Area input field instead of Text (which you can limit). Thanks again!
The "50 Max Length" doesn't seem to have any effect on the Issue Summary field - last ticket, customer submitted 428 characters.
