I wanted to share my issue and hopefully, someone will help me!
I want the user once he wants to select the topic of a ticket, to first select the department then the help topic drop-down will be displayed dynamically based on his department selection.
How can I achieve that ?
You can’t. When a User creates a Ticket they must select a Help Topic first which then determines what forms to use and what department it will be assigned to (along with other settings).

You can definitely customize the code to your liking as it's open source but as with any customizations you are on your own.
