This thread is really confusing... if you installed the storage-fs plugin, configured, enabled, and selected it then your right it would not store files int he database.
The files would be stored on the file system.
Unless you didn't configure it, Admin panel -> Manage -> Plugins -> storage-fs
and enable it, Admin panel -> Manage -> Plugins, tick storage-fs plugin, click More, select enable
and set the backend for osTicket to use. Admin panel -> Settings -> System -> Attachments and Storage Settings -> Store attachments
