Is it possible to respond with an error message to the rest of the agents that try to claim a recently assigned ticket? Current response from osTicket is an empty window popup (attached screenshot).

That means there is a deeper issue. An error should be logged in one of your error logs (general server logs, webserver error logs, PHP error logs, MySQL/MariaDB error logs, osTicket System Logs, Browser Console logs, etc.).
