We would like to send a CSV file to a directory on the webserver and setup the system so that OSticket processes the uploaded user CSV. Is there a plugin for this?

No, you will need to customize the code or write a script to do this. You can import Users via CSV in the UI of the helpdesk but this is a manual process. We do not have an "automatic import" feature for Users at this time.
