CSS 403 Errors after migration and upgrade

After moving from a windows install with OST 1.10 php 5, to a linux server php8, after all upgrades
applied to 1.17.2 all CSS and images generate 403 errors on the public side. All of Admin
is operating perfectly. All files have the correct permissions.

I'm guessing it's htaccess related but after numerous attempts, these files continue to product 403 errors.

Is there a sample htaccess to compare with my install ?

We ship with our own htaccess files but other than that you don’t need to do anything with Apache. Check your webserver logs and maybe enable debug logs on your webserver to see what’s causing the issue.

Check the dev tools in the browser and see what it says about the css files.
