Preventing ex staff appearing in dropdowns

When I log a new ticket the lookup or create user screen pops up. I start typing in a name but there are many matches from staff that have left. I've tried administratively locking the account but that makes no difference. If I delete their account will their tickets still exist and be searchable? I want to limit which users appear in the lookup. Any pointers appreciated.

The lookup users are Users, no Agents will be shown here. Any User that is in the User Directory will appear in the lookup. If you don't want them to appear in the lookup they must be deleted as a User. In order to delete a User you must either delete all associated tickets or change the owner of all of their tickets to someone else before deleting the user.

Thanks. I'll create a user called "deleted user" or something similar so that its obvious that the ticket used to belong to someone that is now deleted
