I just updated my test server to 1.17 from 1.15.7 and I'm getting an "Error establishing a database connection" message when I try to go to the install page once I've copied over the new files.
I backup up and restored my ost-config file as instructed.

As the error states the system can’t connect to the database. You can check your PHP error logs and your MySQL error logs for any errors. You’ll also have to double check your ost-config.php file to make sure the information is correct.
