Is it possible to display suggestions for articles from the knowledge base when creating a new ticket via the form? Thus, the user could possibly answer his question already via such an article.

You can "Feature" specific articles on the Client Portal that will show up on the Homepage as well as the Knowledgebase button and Knowledgebase search box that they can use before clicking "create ticket" but other than that no. You can always customize the code to your liking.
