Is there no reCAPTCHA option for the web form? I got this on my system this morning. Clearly spam, but first time I've had a problem.
The form does have some form of anti-spam:

No, the old-style CAPTCHA is all we have at the moment. We hope to provide better options in v2.0.
In the meantime you can restrict ticket creation to only authenticated users (Admin Panel > Settings > Users > Settings > Registration Required).
