Dropping a JPG file in the "Response" section of a new ticket

Heyo. I'm trying to include photos in the "response" section of new tickets I'm creating. I keep getting an error message that the file is too large. I've also tried via the "insert image" button, but that gives an error "file type is not allowed". Any suggestions? Thanks!

Environment details? (see Admin panel -> Dashboard -> Information)
What size have you set attachments to allow and what size is the file you are trying to attach.
