I tried to install osTicket v1.17-rc1 to see what changed and if it finally had a responsive default theme and instead it's pretty much identical to v1.16.3 and v 1.15.8.
I wonder in 2021 over 90% of sites will be viewed by mobile, what is the point of all this ...

That’s because we are working on v2.0 (full codebase rewrite). v2.0 will have fully responsive theme, completely new front end, and completely new backend. We have to keep updating legacy (current codebase) while we work on v2.0 as we’d fall behind on things like OAuth2, etc.

It's pretty clear that the only difference between 1.16.3 and 1.17rc-1 is modern authentication.
