Restrict to open ticket only user registred

I want the users who registered with us only to create a ticket
Outside users cannot self register or create ticket

I use it exactly how you describe you want it. Login to SCP -> Settings -> Users. Make sure the two highlighted fields match what I have and users have to login to create tickets and outside users cannot self register. If you want more explanations on the settings, you can hover over the question mark just to the right of the settings and it will give you more details on it.
